The Government has published a consultation document containing proposals on changes to Parts L and F of the Building Regulations and to invite a response.

The consultation seeks views on proposed changes to Part L (Conservation of Fuel and Power) and Part F (Means of Ventilation) of the Building Regulations that are planned to come into force in 2010. This consultation document is presented in three volumes: Volume 1 sets out the policy context and approaches the impact assessment, measures designed to further improve compliance; and proposed changes to the detailed technical guidance for Parts and F can be found in Volumes 2 and 3 respectively.

At the end of Volume 1 is a short Future Thinking Paper. This seeks some initial views from stake holders to feed into particular future technical developments for Parts L and F that are being explored as we start to think about the further steps towards zero carbon.

The consultation documents for the revision to the Part L Regulations are now upon us, with implementation due in the later half of 2010. There are wide ranging implications associated with the mooted 25% improvement factor for reducing CO2 emissions. The proposed changes affecting air tightness testing of buildings are as follows:

  • Notional dwelling air permeability of 7m3/(h.m2) @50Pa
  • Increased sample size of dwellings to be tested
  • Revised definition of dwelling type – providing greater clarity
  • Additional measures for dwellings within a “type” that have not been subjected to testing
  • Notional non-domestic air permeability of 5m3/(h.m2) @50Pa
  • The acceptance of temporary sealing for all natural ventilation devices
